Week 1-Introduction and the Politics of Water

·        Introductions of faculty and students.  Review of course outline and expectations.

·        Federalism:  lecture and discussion of the respective responsibilities of the federal government and state government in water law and policy.

·        Water Policy and Management:  lecture and discussion of the respective roles of the executive, legislative and judicial branches of government in water management.

           

Week 2-Water Law 101 and Policy Methods

·        Water Law: lecture and discussion of the basics of water law including riparian and prior appropriation systems, with focus on Oregon water law.

·        Policy Methods:  review and discussion of standard policy analysis methods and analytical framework.

 

Week 3-Case Study 1-Klamath Basin Adjudication

 

Week 4-Case Study 2-Deschutes Groundwater Mitigation

Week 5-Case Study 3-Umatilla TMDL
